PPC builds getting stuck on "no output"

Hi all,

Been seeing this happen of late where PPC builds will fail to make progress and it times out with a:
No output has been received in the last 10m0s, this potentially indicates a stalled build or something wrong with the build itself.

This is failing in the same place for the builds, but it seems weird a Docker container build is failing during a yum install. Any hints? Has this been seen by other users?
