We are encountering a bug where we can’t start builds. It says we’re over our user count but we are not.

This isn’t the first time this has happened to us, and this time it looks like we can’t try to get around it with the disabling of users. We shouldn’t have to disable users because we’re nowhere close to 5000, but we also need to get our builds working again.
