Cpanminus missing from ppc64le images

Hiya, nice to see some non-x86_64 architectures in travis!

I noticed that cpanm is not available in the ppc64le images (and I think I hit the same for arm64 when I tried it before) - unlike the x86_64 envrionment.

Any chance this could be added to the standard images?

It’s available in the cpanminus Apt package.

A test job that lists installed and available Apt packages for ppc64le-xenial.
