Artifact uploader binary not found

Hey guys,

When I attempt to use the artifacts tool I get the following output on Windows only.

chmod: cannot access '/c/Users/travis/bin/artifacts': No such file or directory

1673/c/users/travis/build.sh: line 613: artifacts: command not found

1674/c/Users/travis/.travis/functions: line 105: artifacts: command not found

I will patch it back into our build manually but this is a pretty critical feature that seems to be broken. Happy to create a pull request later to patch this problem if someone can point me in the direction of contributing to the windows build env.
