Allow disabling SIP on macOS 10.13+

macOS 10.13+ no longer allows installing kernel extensions without interacting with the System Preferences GUI. This mean Travis builds on macOS 10.13+ cannot test or utilize kernel extensions like osxfuse.

Please consider allowing a build to disable SIP on the Travis macOS VMs.

Or if you cannot allow disabling SIP, would you please consider whitelisting some of the popular kernel extension team ids (such as osxfuse). There are not too many popular projects, so I would imagine the whitelist would be fairly small and maintainable.
