Strange pypi behavior in travis CI

i create two issues in github, which automatically closed by bot.


In short, I have a 403 error when uploading to PYPI, but the packet appears there
What problem could be ?

Some strange things.
Now, after ~15 hours previous “failed” trying are successfully
And now after restart new one< all successfully deployed.
So strange, but works.
