@arne182 from https://github.com/pypa/pip/issues/4779, this error might be associated with connectivity issue. We have seen similar problems and it looks like pypi.org is currently having issues (https://status.python.org/).

Is there any update on this? We are still having errors on all builds.

This is clearly a network problem. The way urllib3 reacts to it is a clear bug but it was fixed in newer versions.
